For a flat roof in Phoenix, the choice usually comes down to three systems: TPO, modified bitumen, or spray foam. TPO and modified bitumen are membranes laid in sheets or rolls with seams, while foam is sprayed into one seamless layer that also insulates. Tempe-based All Valley Roofing works on all three and helps you choose from what is actually on your roof, using a Free Roof Report.
The short version
- TPO: a single-ply membrane laid in sheets. Seams and roof openings are the parts to watch.
- Modified bitumen (mod bit): an asphalt-based membrane laid in rolls. Same story: most leaks start at one seam.
- Spray foam (SPF): sprayed on as a liquid that cures into one continuous layer, then sealed with a top coat. No seams, and the top coat is the part that wears.
How they compare
| TPO | Modified bitumen | Spray foam | |
|---|---|---|---|
| How it goes on | Sheets | Rolls | Sprayed, then coated |
| Seams | Yes | Yes | None |
| Around walls, drains, pipes | Flashed detail at each one | Flashed detail at each one | Self-flashing |
| Insulation from the roof itself | Not the job of the membrane | Not the job of the membrane | Roughly R-6 to R-7 per inch |
| Ponding | Water sitting on seams wears them | Water sitting on seams wears them | Foam can be built up to re-slope low spots |
| What wears first | Seams, then the membrane dries and hardens | Seams, then the membrane dries and hardens | The top coat |
Seams and openings
Water leaves a flat roof slowly, so every seam and every opening is a place a leak can start. On TPO and mod bit, most leaks come from one bad seam or one spot by a roof opening.
Foam removes the seams. Because it is sprayed rather than laid in pieces, it wraps parapet walls, drains, curbs, skylights, and pipes in one surface. That is why foam suits the walled, opening-heavy flat roofs common on Valley homes. It is also the most common flat-roof system on Phoenix-area homes and small commercial buildings.
Heat
Phoenix flat roofs take full sun. Foam adds insulation right at the roof surface, roughly R-6 to R-7 per inch of thickness. With a reflective white top coat, the surface runs cooler than a dark membrane in July.
Ponding
Water that is still sitting a day or two after rain points to a problem on any flat roof. On a membrane roof, standing water wears down weak seams over time. On a foam roof, new foam can be built up to re-slope low areas before the new coat goes on, without tearing off the existing roof.
Upkeep
The upkeep looks different on each:
- TPO and mod bit: one bad seam can often be cut out and patched. A patch may not hold if water keeps sitting on the seam, the membrane has gone dry and hard, or many seams are failing.
- Foam: the top coat is meant to be renewed. Coating renewal is commonly quoted on a five to ten year cycle in the Arizona sun, depending on the product and how much traffic the roof carries. Wet or soft foam is a different job; a new coat will not fix it.

How to choose for your roof
Start with what is up there now and what shape it is in. A sound membrane with one bad seam usually needs a patch, not a new system. If the whole roof is due, these questions narrow it down:
- How many walls, drains, and pipes break the roof?
- Does water pond in the same low spots after storms?
- Is heat under the flat section a problem you want to address?
- Are solar panels on it, or planned?
Solar panels on a flat roof
Panels cover the surface that needs coating or membrane work. Recoating, re-foaming, or replacing under an array usually means the panels come off and go back on. All Valley plans the roof work with a solar detach and refit partner. See solar detach and reset.
What changes the cost
Roof size, the number of drains and roof openings, and any bad wood under the old roof can all change a flat roof quote. On foam, prep work, small patches, and wet or soft foam can change it too. Your written quote shows the price.
FAQ
Which flat roof is best in Phoenix?
It depends on the roof. Foam suits walled roofs with many openings and adds insulation. TPO and mod bit are membranes that can be patched seam by seam. The roof check shows which fits.
Can I switch from a membrane to foam?
Ask during the roof check. The answer depends on what is under the current roof and whether it is wet.
Do I need a new roof at all?
Maybe not. Roughly half the roofs All Valley checks do not need a new roof yet.
